This PR copies the logic applied in helm cert to create and extract a token secret by explicitly, by its name (which we define). This works around issues in OCP 4.16 where token secrets are not generated for service accounts.

[EDIT] There is absolutely an opportunity to consolidate this library so it's updated in one place and used in both repos. Future task.
